The HIPPA (Health Insurance Profitability and Accountability Act) Certification, means that the organization has been found to meet the standard of the Breach Notification Rules, Privacy and Security under the act. 

This usually means that a third party organization conducts an audit on the organization in order to see whether practices match with the HIPAA requirements. Each organisation must ensure to be HIPPA certified.
